CNN recently ran a lovely, but terribly incomplete, round up of fashion museums around the world.
On the list are some obvious choices: The Costume Institute at the Met and Les Arts Décoratifs 
in Paris, as well as some far-flung choices.
I’ve heard Japan’s Kobe Fashion Museum 
is fantastic—and I’ve been to the Museum at the Fashion Institute of Technology and the Museo Salvatore Ferragamo in Florence (a word of advice regarding the latter: sneakers will earn you sneers from the staff)…
